 The core idea is "proximity". Moreno says that we need not only physical proximity, but also proximity of emotion, culture, and the heart to truly enrich our lives. He argues that this multifaceted proximity can stimulate social solidarity and invigorate local economies. Moreno confidently asserts that the "15-minute city" aligns with the shifted values of life post-pandemic and presents a sustainable alternative to our existing cities.  Carlos Moreno is an associate professor at the University of Paris 1 Panthéon-Sorbonne and urban policy advisor for Paris. To address the climate crisis, he proposed the concept of the "15-minute city," where inhabitants could access all their basic necessities and conveniences by foot or bicycle. The "15-minute city" concept by Professor Moreno, who argues that narrowing physical and psychological proximity is the key to making cities happier and more sustainable, has been gaining attention in the aftermath of the COVID-19 pandemic as a new urban paradigm. 

 Starting with the French Legion of Honor award in 2010, Moreno has been recognized for his contributions to urban development, receiving the Foresight Medal of the French Academy of Architecture (2019), the Obel Award (2021), and the UN Habitat Scroll of Honour Award (2022). His notable publicantions include "Resilient and Sustainable Cities" and "From the Global City to the 15 Minute City."
